盐云: Windows上的Minion安装不起作用

我正在尝试使用salt堆栈提供Azure Windows。VM是成功配置的，但是当salt堆栈试图安装saltstack时，它尝试使用端口22连接到Windows，而端口22不能工作。

盐云的默认行为是在提供VM之后，它尝试在新VM上安装盐分。但是对于windows，它尝试使用端口22进行连接。

知道为什么怎么解决吗？
